When the institution has more resources than you, preparation is the only equalizer.

About Terrell A. Ratliff, Esq.

Terrell A. Ratliff built his practice on a straightforward premise: that clients facing serious institutional or legal proceedings deserve counsel who understands those systems deeply, prepares thoroughly, and remains personally engaged from the first consultation through the final resolution. Over more than five years as a solo practitioner and now as a founding partner of Ratliff Jackson LLP, that premise has not changed.

His practice sits at the intersection of education law, civil defense, and constitutional advocacy. He represents students at Ivy League universities, public flagship institutions, elite boarding schools, and graduate and professional programs nationwide — handling Title IX investigations, academic integrity proceedings, emergency disciplinary actions, and matters involving parallel criminal or civil exposure. In his criminal defense practice, he appears in New Jersey Superior Court, Pennsylvania’s Courts of Common Pleas, and federal court, including the Third Circuit Court of Appeals.

What distinguishes this practice is not a list of adjectives. It is a specific and practiced expertise in how institutions operate — how they build cases, where they cut corners, and where the leverage points are for the people they proceed against. Clients who come to this office are not looking for someone to file paperwork. They are looking for someone who has been on the other side of this before and knows what to do.

“Students don’t just need someone to argue what they did or didn’t do. They need counsel who understands how institutions operate, how records are built, and how futures are shaped. My role is to ensure the system hears them clearly — and that they are never left unprepared.”

Practice areas

Every matter handled by this office involves institutional power, legal process, or both. The practice areas below reflect the specific contexts in which Attorney Ratliff and Ratliff Jackson LLP bring that combination of skills to bear.

Student & academic discipline defense

Representation of students, families, and academics in Title IX investigations, academic integrity proceedings, behavioral discipline, graduate and professional program dismissals, K–12 suspension and expulsion hearings, and appeals of institutional decisions. This practice is nationwide — we represent clients at institutions across the country, not only in New Jersey and Pennsylvania. Student discipline cases are quasi-criminal in character: the institution investigates, charges, adjudicates, and sanctions, often without the procedural protections a criminal court would require. Having counsel who understands both the institutional framework and the legal landscape that surrounds it changes what is possible.

Criminal defense — New Jersey & Pennsylvania

Defense of individuals facing criminal charges in New Jersey Superior Court and municipal courts statewide, and in Pennsylvania’s Courts of Common Pleas in Philadelphia and the surrounding counties of Bucks, Chester, Delaware, and Montgomery. Federal matters are handled in the U.S. District Courts for the District of New Jersey and the Eastern District of Pennsylvania. Cases include drug offenses, weapons charges, assault, domestic violence, DWI, theft, probation violations, and expungements. Every case is handled with the preparation and strategic discipline of a courtroom advocate, regardless of whether it resolves before trial.

Domestic violence defense — New Jersey & Pennsylvania

Defense of individuals facing domestic violence charges in New Jersey Superior Court, Family Court, and municipal courts statewide, and in Pennsylvania’s Courts of Common Pleas in Philadelphia and the surrounding counties of Bucks, Chester, Delaware, and Montgomery. Cases include simple assault, aggravated assault, harassment, terroristic threats, and stalking — as well as the parallel civil proceedings that domestic violence charges almost always generate. In New Jersey, a complaint can produce a Temporary Restraining Order the same day it is filed, and a Final Restraining Order carries no expiration date. In Pennsylvania, a Protection from Abuse order can be issued ex parte before the defendant has had any opportunity to respond. We represent clients in both the criminal matter and the related restraining order or PFA proceeding simultaneously — because the facts overlap, the timelines intersect, and statements made in one proceeding can affect the outcome of the other. Every case is handled with the preparation and strategic discipline of a courtroom advocate, regardless of whether it resolves before trial.

Civil rights

Representation of individuals whose constitutional or statutory rights have been violated by institutions, government actors, or employers. Cases include discriminatory disciplinary enforcement under Title VI, due process violations by public institutions, First Amendment retaliation, police misconduct and unlawful arrest under Section 1983, and discrimination claims under the New Jersey Law Against Discrimination (NJLAD). Civil rights claims frequently arise from the same facts as student discipline or criminal matters, and recognizing that overlap early is part of what experienced counsel provides.

Professional license defense

Defense of licensed professionals facing board complaints, regulatory investigations, and disciplinary proceedings in New Jersey and Pennsylvania. Healthcare providers, educators, attorneys, and other licensed professionals face proceedings that can end careers without the procedural protections available in a criminal court. We represent professionals at every stage — from the initial complaint through board hearings and appeals — with the same preparation and strategic focus applied to every matter in this office.

Civil litigation & personal injury

Representation of individuals and businesses in civil disputes across New Jersey and Pennsylvania, handled through Ratliff Jackson LLP. Civil litigation matters include contract disputes, business litigation, consumer fraud, and employment-related claims. Personal injury representation covers individuals harmed by the negligence of others, including motor vehicle accidents, premises liability, and workplace injuries. Civil litigation and personal injury matters are handled in coordination with firm partner Samuel D. Jackson.

What this practice is built on

Institutions — schools, licensing boards, prosecutors’ offices, government agencies — share a common advantage over the individuals they proceed against: experience, resources, and a process they designed and control. The people on the other side of those proceedings are usually experiencing them for the first time, under significant stress, and without a clear understanding of how the system actually works versus how it claims to work.

This practice exists to close that gap. Not through volume — this is not a practice built on processing as many cases as quickly as possible. Through preparation. Through a command of institutional process that comes from having represented clients in these systems repeatedly, across a wide range of institutions and jurisdictions. Through direct attorney involvement at every stage, because the details that matter in these cases do not survive being handed off to someone who was not at the table when the strategy was built.

Clients who contact this office receive an honest assessment of where they stand, a clear explanation of their options, and counsel who will be personally engaged in their matter from the first conversation through the final resolution. That level of access and investment is what this practice was built on, and it has not changed.
